Since the days of Hoover the operational level agents always consider the politics and perception when conducting investigations. The FBI suffers from the rot of politics at its' very core. If they somehow miss the political implications of any investigation they are conducting there is always the DOJ to firmly remind them and/or block those inquires and possible indictments well before they become a "problem."
