This is a word game. Carlson could just be the 'subject of an investigation or some other term the NSA uses as an euphemism for 'target'. Or the 'target' could be an organization that Carlson is part of or communicating with. Or they could be saying they are 'targeting' Carlson's electronic communications instead of Tucker himself.

As Technofog says, while the NSA explictly denies this, they don't deny monitoring Carlson's electronic communications or planning to leak them.

i learned about this almost 30 years ago. i'm sure you are aware that they have acres of supercomputers underground at Ft. Meade that monitor each and every electronic comm. Every single one of them. The supercomputers look for key words and phrases which get kicked up to Humint. That happens every day, all day. And they do it all over the world through our Embassies and probably by other means and locations. Of course, the most corrupt pigs always abuse their power beyond even that much illegality and unconstitutional bs.

“Target” is a defined legal term, as are others like “suspect”. The NSA’s statement is really a confirmation that they are spying on Carlson.
